To,

The Deputy Commissioner/District Magistrate,
Churachandpur District
Manipur

8th March 2017

Following the unfortunate events of twin kidnappings which occured in the past 72 hours at Lamzaang village within Churachandpur District, a joint meeting of YPA leaders, MLA candidates and several public leaders have been held where it is learned that the District Administration and the superintendent of police after being apprised of the volatile situation by various civil body leaders and MLA candidates still failed to mitigate the situation leading to disturbance of normal life.

The join meeting of the YPA, MLA candidates of 58 CCPur (ST) AC excluding NPP candidate Mr Phungzathang Tonsing and various civil organisation leaders resolved the following points for the early restoration of normalcy in the district headquarters.

1. That the name and identities of the involved individuals in the kidnappings on the night of 5th March 2017 and on the 7thh March 2017 at Lamzaang village; whose names have been mentioned in or during interrogations of the two apprehended inndividuals be made available to the public within the next 12 hours so that the public can actively contribute in the apprehension of thhe accused who are still at large.

2.That the District Magistrate should give a written assurance that the accused individuals of the kidnappings that occured on the 5th and 7th March 2017 shall be apprehended within 24 hours.

3. That the District Magistrate shall arrange for the safe and unconditional release of all the 27 innocent civilians arrested by the Churachandpur police on the night of 7th March 2017 at the earliest possible keeping in mind the volatile situation of Lamka.

4.That the District magistrate should provide proper justification/clarification to the public as to why no security measures were provided to the victim villagers of Lamzaang village, however, sentries were posted at the Residence of Phungzathang Tonsing since 7th March 2017.

5.That the District magistrate/Superintendent of police should give a written clarification on why “Expired teargas shells” were deployed as measures of crowed control.

We firmly believe that the District Administration will take necessary steps and work on the above mentioned points for maintaining Law and Order in the town area for which we are ready to extend our help.

Failing to take appropriate action on the above points, the District Administration shall solely be responsible for any untoward incidents within and around the town.

Thanking you in anticipation.
